Abstract:
RESUMEN: El sector salud mexicano históricamente ha sido uno de los más productivos en investigación, acumulando gran cantidad de investigadores y publicaciones de gran impacto no sólo a nivel nacional, sino internacional. Sin embargo, pese a este gran número de trabajos de alto nivel, pocos de ellos continúan su camino hacia la protección intelectual, comercialización y aplicación, para ofrecer beneficios a la sociedad. El objetivo de este trabajo es analizar y establecer las bases para la formación de un proyecto de innovación colaborativa, bajo la figura de consorcio y finalmente generarlo. La finalidad de este consorcio es conjuntar a los actores necesarios para transformar los resultados de la investigación en ciencias de la vida en innovaciones que, mediante su uso beneficien a la sociedad, los investigadores y las instituciones a los que éstos pertenecen.
Se procedió a identificar los elementos y las condiciones requeridas para la formación de este consorcio, para lo cual analizamos los sistemas de innovación y consorcios en diferentes partes del mundo, principalmente en países con altos índices de innovación como lo son Alemania y Suiza; se determinaron las directrices principales para lograr generar un ecosistema de innovación en el sector salud y se adaptaron a la situación de nuestro país. Las instituciones que contaban con los elementos y las condiciones necesarios para la formación de un consorcio fueron seleccionadas para participar en la fase de formación del consorcio. La fase de formación del consorcio consistió en un ejercicio de investigación – acción, y encuestas y entrevistas a actores representativos de estas instituciones. En el ejercicio de investigación- acción, se realizaron una serie de talleres de vinculación y la primera Feria Nacional de Medicina Traslacional e Innovación, consiguiendo introducir a los investigadores en un enfoque de orientación comercial e innovación. Con la experiencia obtenida, se realizó una guía para la implementación de un consorcio de investigación colaborativa enfocado en transformar los resultados de la investigación en innovación para el beneficio social. Esta guía incluye, la identificación de los elementos necesarios para la formación del consorcio mencionado mediante la revisión de la literatura, el análisis de las condiciones del país, la comparación de otros consorcios existentes y el análisis de los elementos de formación. Como resultados de esta tesis, confirmamos que se cuenta con la masa crítica y las condiciones para crear un entorno de innovación y que es posible cambiar la orientación de los modelos meramente académicos hacia la aplicación y comercialización de las investigaciones, logrando la firma de la carta de intención de formación del consorcio entre la UNAM, CONACYT y la Secretaria de Salud.
Finalmente, demostramos que existen las condiciones y elementos necesarios para la formación de un consorcio dedicado a la investigación, desarrollo tecnológico e innovación en el sector salud mexicano. Concluyendo este trabajo el día 26 de julio de 2018 con la firma oficial del Convenio de formación del Consorcio Nacional de Investigación en Medicina Traslacional e Innovación (CONIMETI) conformado por la Secretaria de Salud, la Universidad Nacional Autónoma de México y el Consejo Nacional de Ciencia y Tecnología. Cabe señalar que el futuro éxito de este consorcio dependerá de la inclusión de más instituciones al mismo y la continuidad de la orientación y visión del consorcio.
ABSTRACT: The Mexican health sector historically has been one of the most productive in research, accumulating a many number of researchers and publications of great impact not only nationally, but internationally. However, despite this large number of high-level jobs, few of them continue their path towards intellectual protection, commercialization and application, to offer benefits to society. The objective of this work is to analyze and establish the bases for the formation of a collaborative innovation project, under the figure of consortium and finally generate it. The purpose of this consortium is to bring together the necessary actors to transform the results of research in life sciences into innovations that, through their use, benefit society, researchers and the institutions to which they belong. We proceeded to identify the elements and the conditions required for the formation of this consortium, for which we analyzed innovation systems and consortiums in different parts of the world, mainly in countries with high innovation indexes such as Germany and Switzerland; the main guidelines were determined to generate an innovation ecosystem in the health sector and adapted to the situation in our country. The institutions that had the necessary elements and conditions for the formation of a consortium were selected to participate in the consortium’s formation phase. The formation phase of the consortium consisted of an action research exercise, and surveys and interviews with representative actors of these institutions. In the action-research exercise, a series of linking workshops and the first National Fair of Translational Medicine and Innovation were carried out, getting the researchers into a focus on commercial orientation and innovation. With the experience gained, a guide was prepared for the implementation of a collaborative research consortium focused on transforming the results of research into innovation for social benefit. This guide includes the identification of the elements necessary for the formation of the mentioned consortium through the review of the literature, the analysis of the conditions of the country, the comparison of other existing consortiums and the analysis of the training elements. As results of this thesis, we confirm that we have the critical mass and the conditions to créate an environment of innovation and that it is possible to change the orientation of purely academic models towards the application and commercialization of research, achieving the signature of the letter of intention of formation of the consortium between the UNAM, CONACYT and the Secretary of Health. Finally, we demonstrate that there are the necessary conditions and elements for the formation of a consortium dedicated to research, technological development and innovation in the Mexican health sector. Concluding this work on July 26, 2018 with the official signing of the Training Agreement of the National Research Consortium in Translational Medicine and Innovation (CONIMETI) conformed by the Ministry of Health, the National Autonomous University of Mexico and the National Council of Science and Technology. It should be noted that the future success of this consortium Will depend on the inclusion of more institutions and the continuity of the orientation and vision of the consortium.
