Abstract:
RESUMEN: Con fundamento en el modelo de competitividad que contempla la variable ambiental en la Institución a la que pertenece el Centro de Atención a la Salud, objeto de estudio de este trabajo, se realizó, una Revisión Inicial Ambiental (RIA), en sus tres fases: 1. Reunión inicial y recopilación de información fuente; 2. Entrevistas y encuestas; y 3. Elaboración del informe. La RIA se enfocó en cuatro áreas: 1. Identificación de aspectos ambientales, impactos ambientales y legislación aplicable; 2. Revisión de procedimientos y prácticas existentes sobre gestión ambiental; 3. Estudio de incidentes previos; y 4. Revisión de otras cuestiones de interés para el Centro de Atención a la Salud; como primer paso a la implementación de un SGA; además se incluyó el diagnóstico participativo de sus trabajadores, como agentes principales de cambio.
Los resultados destacaron, la necesidad de sugerirle al Centro de Atención a la Salud, el desarrollo de un Sistema de Gestión Integral de Residuos, que le permita la adecuada separación de Residuos Sólidos Urbanos y de Manejo Especial, así como la disposición final apropiada de algunos Residuos Peligrosos, como lo son, los líquidos cansados; por otro lado, el diagnóstico participativo de los trabajadores, arrojó que: la descarga de agua necesaria para sanitarios era el hábito que más se ejecutaba para cuidar el medio ambiente; que los factores más importantes fueron: la participación, optimización de recursos, realización de las mismas actividades en ambos turnos, el conocimiento y cumplimiento del marco jurídico en materia de RPBI, y la necesidad de que exista compromiso e involucramiento de los directivos; en tanto a los temas que despertaron mayor interés, fueron: cerrar bien las llaves de agua, reporte de fugas de agua, cierre de llaves mientras se lavan los dientes; y los sugeridos, no contemplados en la lista, fueron, la reforestación y que el Centro contará con jardines internos.
ABSTRACT: Environmental domain is considered on the Institutional competitiveness model to which the Health Care Center, object of study of this work, belongs. An Initial Environmental Review (RIA) was carried out, in its three phases: 1. Initial meeting and collection of source information; 2. Interviews and surveys; and 3. Preparation of the report. The RIA focused on four areas: 1. Identification of environmental aspects, environmental impacts and applicable legislation; 2. Review of existing procedures and practices about environmental management; 3. Study of previous incidents; and 4. Review of other issues of interest to the Health Care Center; all of them are the first step to the implementation of an EMS; the study also includes the participatory diagnosis of its workers, as main agents of change.
The results highlighted the necessity of an Integrated Waste Management System, which allows the proper separation of Urban Solid Waste and Special Management one, as well as the appropriate final disposal of some Hazardous waste, as they are, tired liquids; On the other hand, the workers participation diagnosis, showed that the stronger habit was discharging just the necessary water toilets; the most important factors were: participation, optimization of resources, realization of the same activities in both shifts, knowledge and fulfillment of the legal framework regarding Infectious Biological Waste, and the necessity of managers commitment and involvement; while the greatest interesting issues were: keep the water faucets well closed, reporting water leaks, keep closed the water faucets while washing their teeth; and the suggested ones, not included in the list, were reforestation and that the Center will have internal gardens.
