RESUMEN:
La naturaleza dinámica de las organizaciones requiere que los tomadores de decisiones evalúen los procesos de las diversas áreas que conforman a la organización, así como también es fundamental revisar la eficiencia de la comunicación entre las diversas áreas. Identificar las áreas de oportunidad es el primer paso para poder establecer estrategias y acciones que optimicen los procesos inherentes a la organización. El proceso de reingeniería requiere que la organización sea analizada desde un punto de vista sistémico, para reducir el riesgo de tomar decisiones que repercutan negativamente en áreas que, en un análisis acotado parecieran no tener relación directa ni indirecta con lo procesos rediseñados. Se aplicaron las recomendaciones propuestas por The Boston Consulting Group, para llevar a cabo la reingeniería, así como también se aplicó la metodología de cuatro fases. La herramienta FODA se utilizó para identificar las fortalezas y debilidades del proceso analizado, que correspondió al proceso de Estructura Educativa de la ESCOM. Para llevar a cabo la revisión y evaluación del proceso en el contexto de la organización, se aplicó la teoría organizacional.
Se analizaron diversas metodologías para el desarrollo de sistemas de información, y evaluando las ventajas y desventajas de cada una de ellas se optó por utilizar la metodología de desarrollo en espiral, para contar con una metodología que permitiera adecuarse al dinamismo del proceso. Como resultado de la reingeniería se identificó la necesidad de redefinir las responsabilidades de los departamentos y de las personas de mando involucrado en el proceso. También se consideró necesario implementar un sistema de información que permitiera tener la información asociada a la estructura educativa, disponible para los participantes en el proceso. Se determinó la conveniencia de que otros procesos, directamente relacionados con la estructura educativa, se integraran al sistema para hacerlos más eficientes.
ABSTRACT:
The dynamic nature of organizations requires that decision makers evaluate the processes of the various areas that make up the organization, as well as reviewing the efficiency of communication between the various areas. Identifying the areas of opportunity is the first step in order to establish strategies and actions that optimize the processes inherent in the organization. The reengineering process requires that the organization be analyzed from a systemic point of view, to reduce the risk of making decisions that have a negative impact on areas that, in a limited analysis, seem to have no direct or indirect relationship with the redesigned processes. The recommendations proposed by The Boston Consulting Group were applied to carry out the reengineering, as well as the four-phase methodology was applied. The SWOT tool was used to identify the strengths and weaknesses of the analyzed process, which corresponded to the ESCOM Educational Structure process. To carry out the review and evaluation of the process in the context of the organization, the organizational theory was applied.
Various methodologies for the development of information systems were analyzed, and evaluating the advantages and disadvantages of each of them, it was decided to use the spiral development methodology, in order to have a methodology that would allow to adapt to the dynamism of the process. As a result of the reengineering, the need to redefine the responsibilities of the departments and the people in charge involved in the process was identified. It was also considered necessary to implement an information system that allowed to have the information associated with the educational structure, available to participants in the process. It was determined that other processes, directly related to the educational structure, be integrated into the system to make them more efficient.
