Diseño de un modelo sistémico de integración municipal para el desarrollo turístico

Abstract

En México, el desarrollo turístico en los municipios es variado, no existen mecanismos que, de manera integral, propicien el desarrollo de la actividad turística y de las comunidades. Por esta razón, el presente trabajo trata el diseño de un Modelo Sistémico de Integración Municipal para el Desarrollo Turístico. Con el fin de tener una visión holística en el desarrollo de la investigación, se utilizó el Paradigma de Sistemas, la Metodología de Sistemas Suaves de Checkland y el Modelo de Sistemas Viables de Beer, así como un marco teórico conceptual sobre las modalidades de turismo y turismo en municipios. En este proceso, se exponen las visiones de los actores involucrados, se diseñan y describen los sistemas que conforman al modelo conceptual así como sus posibles interrelaciones. Por medio de un método matemático se analizó el modelo diseñado, y se comprobó que los sistemas integrados en éste guardan relación con el desarrollo turístico regional

In Mexico, the tourist development in the municipalities is varied; there aren’t any mechanisms that, in an integral way, propitiate the development of the tourist activity and of the communities. For this reason, this paperwork is about the design of a Systemic Model of Municipal Integration for the Tourist Development. With the purpose of having a holistic vision in the development of the research, the Paradigm of Systems, Checkland’s Soft Systems Methodology, Beer’s Viable Systems Model, as well as a conceptual theoretical frame work about the modalities of tourism and tourism in municipalities, were used. The visions of the involved actors are exposed in this process; the systems that conform the conceptual pattern as well as their possible interrelations are designed and described. By means of a mathematical method, the designed model was analyzed, and it was proven that the systems integrated in such model, maintain a relationship with the regional tourist development.
