Propuesta de política pública para mejorar el aprovechamiento del cultivo del fruto de capulín en el Municipio de Atlautla, Estado de México.

Abstract

El objetivo de esta investigación se pretende recomendar una política pública para el caso del fruto del capulín en el municipio de Atlautla, Estado de México, utilizándola como una herramienta para obtener bienestar para la población de dicha localidad, con lo que se obtendrán beneficios para los productores de capulín en dicho municipio, contribuyendo a elevar el nivel de vida de estos habitantes. La hipótesis que orientara esta investigación será: Si se implementa una política pública adecuada que promueva: incrementar la disponibilidad de fertilizantes, combatir plagas, facilitar el uso de semillas mejoradas u injertos, incrementar el riego, crédito y servicios financieros y sincronizar oferta y demanda; se podrá revalorizar el fruto de capulín en el municipio de Atlautla Estado de México, mejorando su aprovechamiento productivo y económico. El método utilizado para probar la hipótesis planteada, consistió en recopilar y analizar información sobre el municipio de Atlautla, Estado de México, y sobre las estadísticas de la producción de capulín, para evaluar la información. El estudio concluye que en efecto hay un desaprovechamiento de los recursos en este municipio, en detrimento del valor productivo y económico del capulín, impactando en el nivel de vida de los pobladores, lo cual se corregirá con la implementación de una política pública. El desarrollo económico y social depende, en gran medida, de que se opte por un sector agropecuario eficiente y rentable. La percepción de que el agro produce solamente pérdidas es un concepto equivocado derivado de que aún se practican las actividades agropecuarias sin actualización tecnológica, con técnicas obsoletas e ineficientes que se han convertido en hábitos generalizados. Fortaleciendo la productividad agropecuaria y agroindustrial se consigue elevar el nivel de vida, mejorar la balanza comercial, incrementar el producto interno bruto, estimular el crédito y la inversión, además de contribuir eficazmente en la solución de los problemas de desempleo, emigración, impacto ambiental, inflación y seguridad alimentaria.

The aim of this research is to propose a public policy regarding the capulín, a fruit cropped in the municipality of Atlautla, State of Mexico; this policy will serve as an instrument to obtain well-being for the population of the above mentioned locality, with what benefits will be obtained for the producers of capulín in this municipality, thus contributing to raise the standard of living of its inhabitants. The hypothesis on which this research will be orientated, will be: If a suitable public policy is implemented that promotes: to increase the availability of fertilizers, to attack plagues, to facilitate the use of improved seeds or grafts, to increase the irrigation, credit and financial services and to synchronize offer and demand; it will be possible to increase the value of the capulín in the municipality of Atlautla, State of Mexico, improving its productive and economic utilization. The method used to prove the formulated hypothesis, consisted of compiling and analyzing information about the municipality of Atlautla, State of Mexico, and about the statistics of the production of capulín, to evaluate the information. The study concludes that in effect, there is a waste of resources in this municipality, to the detriment of the productive and economic value of the capulín, affecting the standard of living of the inhabitants; which will be corrected with the implementation of a public policy. The economic and social development depends, to a great extent, on that an efficient and profitable agricultural sector is chosen. The perception of farmland as a producer of only losses is a wrong concept derived from the practice of agricultural activities without technological updates, with obsolete and inefficient techniques that have turned into widespread habits. By strengthening the agricultural and agribusiness productivity it is possible to raise the standard of living, to improve the trade balance, to increase the gross domestic product, to stimulate credit and investment, besides effectively contributing to the solution of issues such as unemployment, emigration, environmental impact, inflation and food security.
