Análisis del papel de Nacional Financiera en la banca de desarrollo, el caso de las pymes

Abstract

RESUMEN: El objetivo de la presente investigación es analizar el papel de Nacional Financiera dentro de la banca de desarrollo a partir de las reformas financieras derivadas del consenso de Washington para plantear alternativas que permitan impulsar el desarrollo de cadenas productivas nacionales. La problemática que se presenta es que a partir de la implementación del modelo económico neoliberal en México que ha implicado la desregulación y liberalización del sector financiero, se ha debilitado el papel de la banca de desarrollo y en particular de Nacional Financiera (NAFIN), como herramientas que impulsen del desarrollo de actividades económicas a partir de las pequeñas y medianas empresas nacionales, ya que en los hechos se han puesto al servicio de los bancos y empresas transnacionales en detrimento del desarrollo económico del país. La premisa o hipótesis de éste trabajo es que si se reorientan las funciones y objetivos de NAFIN entonces podrá retomar su papel protagónico como impulsor del desarrollo de las fuerzas productivas nacionales. El método utilizado para probar esta hipótesis de investigación, se analizará el papel de la banca de desarrollo y en específico de Nacional Financiera en el marco del sistema financiero mexicano a partir de la incidencia que han tenido las reformas de libre mercado en dicho sector, haciendo un análisis estadístico del financiamiento que otorga dicha institución y cómo se direccionan éstos recursos. El estudio concluye que en efecto que NAFIN no cumple con la función que tiene establecida en su misión y visión, y se proponen alternativas de solución que permitan rencaminar a NAFIN cómo un instrumento clave para el desarrollo económico. ABSTRACT: The aim of the present investigation is analyzes Nacional Financiera paper inside the development banking system from the financial reforms derived from the consensus of Washington to raise alternatives that allow to stimulate the development of productive national chains. The problematic that one presents is that from the implementation of the economic neoliberal model in Mexico that has implied the deregulation and liberalization of the financial sector, the paper of the banking development has weakened and especially of Nacional Financiera (NAFIN), as tools that they stimulate of the development of economic activities from the small and medium domestic enterprises, since in the facts they have put to the service of the banks and transnational companies to the detriment of the economic development of the country. The premise or hypothesis of this one work is that if there are reoriented the functions and aims of NAFIN at the time it will be able to take again his leading as driving paper of the development of the national work strengths. The method used to prove this hypothesis of investigation, will analyze the paper of the banking development and in Native's specific Financier in the frame of the financial Mexican system from the incident that there have had the reforms of free market in the above mentioned sector, doing a statistical analysis of the financing that grants the above mentioned institution and how directing these resources. The study concludes that in effect that NAFIN does not expire with the function that has established in his mission and vision, and they propose alternatives of solution that allow re-directing NAFIN how a key instrument for the economic development.
