Diagnóstico sistémico de la Oficina de Convenciones y Visitantes de Monterrey

Abstract

RESUMEN: El presente trabajo de investigación trata el diagnóstico de la Oficina de Convenciones y Visitantes de Monterrey. El objetivo central de dicha actividad es identificar cuáles son los elementos que no permiten a la organización alcanzar su objetivo organizacional. Para resolver la problemática, la investigación se fundamenta teóricamente en la Ciencia de Sistemas, Cibernética Organizacional, Ley de la Variedad Requisita, y conceptualmente en el turismo, Turismo de Reuniones de Negocios, Oficina de Convenciones y Visitantes y diagnostico. Para abordar el diagnóstico desde una perspectiva integral el soporte metodológico lo proporciona el Paradigma Sistémico y el Modelo de Sistema Viable. Los principales hallazgos de la investigación son los siguientes: Existe una falta de compaginación entre las operaciones actuales de la organización y las recomendaciones internacionales sobre las funciones que han de abordar dichas empresas. Es necesario mantener, replantear e incluir algunas operaciones recomendadas por la SECTUR y los investigadores, de modo tal que las mismas le permitan alcanzar su objetivo organizacional, y por ende el objetivo estipulado para la organización en el contrato único de fideicomiso.

Al final de la investigación se propone un constructo organizacional con el propósito de proporcionar a la Oficina de Convenciones y Visitantes de Monterrey una serie de cualidades que le permitirán alcanzar un estado autopoiético.

ABSTRACT: The present research treats the diagnosis of Monterrey Convention and Visitors Bureau. The aim of the research is to identify which are the elements that allow the organization reach up its organizational goals. In order to solve the problematic, the research has its theoretical basis in the System Science, Organizational Cybernetics, The Law of Required Variety, and conceptually on tourism, tourism reunions, Conventions and Visitors Bureau and diagnosis. To address the diagnosis from an integral view, the methodological support has its basis in the Systemic Paradigm and the Viable System Model. The main discoveries of the research are: There is no link between the present operations and the international recommendations about which operations the enterprise must do. Is necessary to maintain, rethink and include the operations recommended by SECTUR and the researchers so that such operations allow the organization to reach its goal, and therefor the objective assigned in the single contract of the trust fund.

At the end of the research there is proposed an organizational construct which lets the "Monterrey Conventions and Visitors Bureau" get the necessary qualities to reach up to an autopoietic state.
