Abstract:
RESUMEN: El presente estudio se hizo con la finalidad de comprobar que las herramientas de la
Nueva Gestión Pública, en específico la de un Sistema de Gestión de la Calidad (SGC)
implementado en la operación fiscalizadora conforme a la norma ISO 9001, permite un
progreso en el nivel de eficiencia y eficacia en la Administración Tributaria en México.
El SGC implementado en una de las divisiones del Servicio de Administración
Tributaria (SAT), ha marcado la diferencia en el sector gobierno a nivel de fiscalización
y de recaudación de impuestos, el punto de partida fue realizar un comparativo en el
indicador de recaudación, así como en los indicadores de la calidad entre dos
divisiones del SAT; la primera es la Administración General de Auditoría Fiscal Federal
(AGAFF) que si tiene implementado el SGC en comparación con la Administración
General de Hidrocarburos (AGH); una administración que también fiscaliza pero que
no ocupa la herramienta de la calidad en su proceso.
La información fue recabada a través de entrevistas, instructivos, manuales y sistemas
en el sitio web INTRASAT, así como de cuestionarios que se reflejaron en indicadores
de resultados y de tendencias en los procesos, actitudes de los empleados y una
importante comparación de los niveles de recaudación en el periodo 2017.
Por lo anterior, se identificó una mayor recaudación de impuestos en la AGAFF que en
la AGH, así como la mejor sistematización de sus procesos fiscalizadores y la madurez
en sus sistemas administrativos.
Para la AGH, se identificó que tiene una cultura lejana a la calidad debido a que hay
factores que impiden trabajar como un equipo con pensamiento sistémico que
monitorea sus procesos de fiscalización, asimismo, un bajo nivel de comunicación y
liderazgo.
Derivado de dichos hallazgos, la Administración Tributaria en México tiene un
importante ejemplo de cultura de calidad y vanguardia, pero también tiene áreas de
oportunidad como el fomento de liderazgo y la comunicación para formar una
institución transformada y reinventada.
ABSTRACT: The present study was made with the purpose that the tools of the New Public
Management, in the Quality Management System (QMS) was implemented in the audit
operation according to ISO 9001, It allows a progress in the efficiency level and
effectiveness in the Tax Administration in Mexico. The QMS was implemented in one
of the divisions of the Tax Administration Service (SAT), the difference in the
government sector has been marked at the level of taxation and tax collection, the
starting point was a comparison in the collection indicator, as well as in the quality
indicators between two divisions of the SAT; the first is the General Administration of
Federal Fiscal Audit (AGAFF) that has implemented the QMS in comparison with the
General Administration of Hydrocarbons (AGH); an administration that also supervises
but does not occupy the tool of quality in its process. The information was collected
through interviews, instructions, manuals and systems on the INTRASAT website, as
well as questionnaires that were reflected in the indicators of the results of the trends
in the processes, the attitudes of the employees and an important comparison of the
levels of collection in the period 2017. Therefore, a higher tax collection was identified
in the AGAFF than in the AGH, as well as the better systematization of its taxation
processes and the maturity of its administrative systems. For the AGH, it is identified
that it has a culture far from quality because there are factors that prevent working as
a team with a systemic thought that monitors its inspection processes, as well as a low
level of communication and leadership. Derived from these findings, the Tax
Administration in Mexico has an important example of quality and cutting-edge culture,
but it also has areas of opportunity such as the promotion of leadership and
communication to form a transformed and reinvented institution.
