Caracterización de la gestión en el ejercicio financiero para proyectos de investigación de ciencias sociales y administrativas en el IPN

Abstract

RESUMEN: Caracterizar la gestión y el ejercicio de financiamiento para proyectos de investigación es un tema crucial porque permite conocer los procesos que tiene una Institución de Educación Superior (IES) para hacerse de fondos y así cumplir con una de sus funciones esenciales, la investigación. También permite darle una voz al investigador-gestor de financiamiento, quien experimenta y vive dichos procesos de gestión. La presente tesis se desarrolla en cinco capítulos más un apartado de reflexiones. En el primer capítulo se expone el planteamiento del problema de investigación: la gestión y el ejercicio de financiamiento para proyectos de investigación. Se procede a estudiar los antecedentes del objeto de estudio. Se parte de la pregunta ¿Cómo se gestiona y ejerce un financiamiento para proyectos de investigación de Ciencias Sociales y Administrativas en el Instituto Politécnico Nacional? Posteriormente se plantean las preguntas específicas de investigación con sus objetivos específicos correspondientes, se estudia la congruencia de la investigación y por último se justifica la importancia y relevancia del presente estudio. En el segundo capítulo se estudia el contexto en el que se desarrolla nuestra problemática. Se repasa la función e historia de los organismos internacionales y nacionales respecto al financiamiento a proyectos de investigación en IES. También se abordan los retos que enfrenta la educación superior en el siglo XXI para gestionar financiamiento para la investigación científica. También se revisa el sustento normativo que rige al financiamiento para proyectos de investigación en el IPN. Se estudia la Ley Orgánica del IPN, la Ley de Ciencia y Tecnología, la Ley de Adquisiciones, Arrendamientos y Servicios del Sector Público, la Ley para la Coordinación de la Educación Superior y la Ley General de Educación. De dichas leyes se consideraron los apartados que sólo hacen alusión a la gestión y ejercicio del financiamiento. En el tercer capítulo se discute respecto a la teoría que rodea los términos de gestión, educación, investigación e innovación, financiamiento, economía política y vinculación. ABSTRACT: The objective of this thesis is to foster a debate regarding the management and exercise of funding for research projects in Higher Education Institutions (IES). Attention is paid to IES research funding policies, the funding management processes in the IES and the figure of the funding manager researcher. The National Development Plan for Science and Technology (Republic, 2013) says that Mexico is characterized by its low level of investment. In order to detonate development in Science, Technology and Innovation (CTI), investment in scientific research and experimental development (IDE) should be greater than or equal to 1% of GDP. Mexico reached 0.5% of GDP in 2012, representing the lowest level among OECD members. For this reason, one possible solution to this problem is the increase in public investment plus the promotion of private investment in innovation and development activities. Currently research in IES happens in scenarios of institutional competence for funds under competition and competence of researchers for funding for research projects, demanding research adapted to economic development country and its industry. This approach has made fund management a key factor in the new model of the research world. The more funding a university receives, the more attractive it becomes as a partner. If it's more collaborative, you're more likely to get funding. Also, today, two, seemingly counterproductive but complementary, demands can be identified regarding IES research funding policies: The first requirement is that IES is to the state, requiring the correct redistribution of (meet 1% of GDP for R&D, among other commitments). The second is from the State to the IES, encouraging a change of approach: from wealth redistribution to wealth generation (diversification of sources of financing). This requirement implies that IES adopt a competitive attitude, governed by different types of comparison mechanisms such as rankings, quality certifications or performance grants. It should be noted that the management and funding exercise for research projects, the first subject affecting it is the researcher, who serves as the manager of those funds. This is how the research-manager subject is revealed to us, an indispensable figure for studying and understanding the management mechanisms of an IES. Recognizing this figure, knowing its profile and giving voice to its experience would lead to an optimization in institutional management and that means having a competitive and collaborative advantage to manage institutional financing, cooperation interinstitutional and international and the linkage with funding entities outside the IES.
