Las políticas públicas en educación: formación de liderazgo a directivos escolares de educación secundaria estudio de caso Ciudad de México, 2012 - 2020

Abstract

RESUMEN: La educación básica es fundamental en los sistemas de todo gobierno a nivel mundial, es así como en México cada uno de los estados se basan en su sistema educativo, es por ello que el presente documento analiza el actual desempeño de los Líderes Directivos a nivel secundaria en la Ciudad de México, responsables de formar a los educandos; proponiendo metodologías para poder mejorar su labor mediante lineamientos definidos que les permitan ejercer sus funciones de manera eficiente, dotándolos de autonomía de gestión para identificar de manera correcta y coordinada las áreas de oportunidad que sirvan como percutor para aportar un cambio en los menores educandos que se encuentran en formación y que serán los constructores inmediatos para el futuro de nuestro país. Para el análisis su utilizaron los métodos: cualitativo, inductivo, deductivo, analítico y documental, aplicados al campo laboral del objeto de estudio mediante cuestionarios en los que se recaba información mediante preguntas cerradas permitiendo al final aportar su opinión por cada pregunta planteada, ello permitió acercarse a la labor que desempeñan los Líderes Educativos y conocer de primera mano sus inquietudes, aptitudes, limitantes en su campo de acción por diversos procesos o de la misma Autoridad Educativa Federal que no les permite ejercer una Autonomía de Gestión adecuada. Resalta la importancia de los líderes para adaptarse a esta “Nueva Normalidad” a la que nos ha llevado la actual contingencia sanitaria, debiendo tanto Líderes Educativos como docentes realizar un esfuerzo para capacitarse en el uso de las Tecnologías de la Información y Comunicación (TIC´s) y poder hacer frente a esta realidad cibernética, en la cual todo se está resolviendo a distancia y de manera remota ya que es el canal idóneo para tener comunicación con colaboradores y educandos, por lo que se plantea un plan de capacitación para mejorar su desempeño y habilidades mediante una Política Educativa. ABSTRACT: Basic education is fundamental in the systems of all governments worldwide, this is how in Mexico each of the states are based on their educational system, which is why this document analyzes the current performance of Executive Leaders at the secondary level in Mexico City, responsible for training students; proposing methodologies to be able to improve their work through defined guidelines that allow them to perform their functions efficiently, endowing them with management autonomy to identify in a correct and coordinated way the areas of opportunity that serve as a trigger to bring a change in the minor students who are They are in training and they will be the immediate builders for the future of our country. For the analysis, he used the qualitative, inductive, deductive, analytical and documentary methods, applied to the labor field of the object of study through questionnaires in which information is collected through closed questions allowing at the end to contribute his opinion for each question posed, this allowed to approach to the work carried out by the Educational Leaders and to know first-hand their concerns, aptitudes, limitations in their field of action due to various processes or the Federal Education Authority itself that does not allow them to exercise adequate Management Autonomy. It highlights the importance of Leaders to adapt to this "New Normal" to which the current health contingency has led us, and both Educational Leaders and teachers must make an effort to train in the use of Information Technologies (ICTs) and to be able to face this cyber reality, in which everything is being solved remotely and remotely since it is the ideal channel to have communication with collaborators and students, for which a training plan is proposed to improve their performance and skills implemented through an Educational Policy.
